Yes. GemiTok is its own window, so anything that can capture a window can show it: OBS, Streamlabs, TikTok LIVE Studio and others. The background can be fully transparent.
Yes, in "borderless" or "windowed fullscreen" mode, which most games use by default. In "exclusive fullscreen" mode, Windows doesn't let any app draw on top of the game, so you won't see it on that screen. Your viewers still will, because OBS captures the chat window even when your game covers it.
